Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: optimistic declarations are issued from multiple capitals. Immense energy is allocated on containing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from across the border, a capacity enabled by up-to-date information. From vantage locations, military aircraft that had been dispatched to intercept incoming aerial threats flew past – sophisticated military planes provided to Ukraine by European allies.
Moments later, Kyiv's air-defence systems thundered: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, probably provided by Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: perhaps the incoming missile won't strike its target this time, protecting urban areas from ruin and further power outages.
Continuous Dangers
Not long after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a defensive team – almost certainly imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and heating outages in numerous residences as a result of the night's assault. As typically, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's vital need on Western support – a dependence that European nations are clearly incapable to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.
Every new initiative from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, certainly, endure.
Strategic Calculations
It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration operates on a assumption well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration believes that it is impossible to force Russia to abandon the land that it already controls in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does little to discourage Russia, through statements or actions, from assuming that the current condition will not shift further in its benefit in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a total frontline collapse until conditions improve in its benefit.
Present Conditions
Factually, there are no real preconditions for a truce. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require ongoing international assistance.
